West Chester is the county seat, and it photographs like one: a dense historic borough with a university in the middle of it and everything else pushed out along 202 and 100.

The borough itself is the interesting problem. Lots are narrow, buildings are close, and the streets are tree-lined enough that a ground-level photograph of a High Street property tells you almost nothing about the building. A low aerial from the right side of the street is often the only frame that shows the whole facade and the roof it is attached to.

Outside the borough it turns into the other West Chester — the office parks, medical buildings and newer developments along the 202 corridor, where a single overhead frame does the work of a site plan and a brochure at once.

This is a busier place to fly than the south of the county: more people, more traffic, more buildings to keep clear of. Airspace and site conditions are checked before the flight rather than discovered on arrival, and where an authorization is needed it is filed in advance.
