Ground photography of an event captures faces. It almost never captures scale, and scale is usually the thing an organizer, a sponsor or a township needs to show: how many people came, how much ground it covered, what the whole site looked like full.

Flying over people has rules
Part 107 restricts flight over people who are not part of the operation, and a crowd is exactly that. The work gets done from stand-off positions, orbits and altitude rather than directly overhead, and a controlled-airspace venue needs LAANC authorization arranged in advance. Booking early is not a sales line here. It is what makes the flight legal.
